The Ministry of Education and Science of Russia has 252 higher education institutions. We took advantage of the founder’s right and set the minimum passing points for universities that exceed the minimum Rosobrnadzor score. In fact, we give the system a signal about the need and advisability of recruiting for those higher education programs those with knowledge above the minimum requirements necessary to obtain a certificate. Higher education should be provided to those who are most prepared for it, ”said Yekaterina Babelyuk, Director of the Department of State Policy in Higher Education of the Ministry of Science and Higher Education of Russia.
