Abstract
A fundamentally new concept of public authority, which was introduced by the Law on Amendment to the Constitution of the Russian Federation, was analyzed. This study was performed as part of the organization and activity of the working group (with my personal involvement) established to draft proposals for amending the Constitution of the Russian Federation.
The proposed changes, as well as all possible results associated with the adoption of the amendments, were considered. It should be mentioned that the amendments to the Constitution of the Russian Federation affect almost all spheres of the Russian society and, clearly, are aimed at improving the regulation of the key aspects of public relations, such as the establishment and staff planning for federal authorities, accountability and responsibility of federal authorities.
It was concluded that the legal recognition of new values and social requirements in the basic law of the Russian Federation should be perceived as a logical evolutionary step in the development of both legislation and the entire legal reality.
