Foreign citizens and stateless persons have the right to receive higher education using budgetary allocations following international treaties of the Russian Federation, federal laws, the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons, as well as at the expense of physical and legal persons by agreements on the provision of paid educational services (under contract).
