General information
Foreign citizens and stateless persons who are compatriots living abroad have the right to get higher education on an equal basis with citizens of the Russian Federation and to enter on general competitive condition if meeting the requirements provided for by Article 17 of the Federal Law of May 24, 1999 No. 99 -FZ "On the state policy of the Russian Federation about compatriots abroad".
Who are compatriots?
By Art. 1 of the Federal Law "On the state policy of the Russian Federation about compatriots abroad" dated May 24, 1999, N 99-FZ)
1. Compatriots are persons who were born in one state and live or have lived in it and have features of a common language, history, cultural heritage, traditions, and customs, as well as descendants of these persons in a direct descending line.
2. Compatriots abroad (hereafter - compatriots) are citizens of the Russian Federation permanently residing outside the territory of the Russian Federation.
3. Compatriots are also persons and their descendants who reside outside the territory of the Russian Federation and relate, as a rule, to peoples historically residing in the territory of the Russian Federation, and persons who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation, whose relatives in the direct ascending line previously lived in the territory of the Russian Federation, including:
- Individuals who were citizens of the USSR, living in states that were part of the USSR, who received citizenship of these states or became stateless persons;
- Emigrants from the Russian state, the Russian Republic, the RSFSR, the USSR, and the Russian Federation, who had the appropriate citizenship and became citizens of a foreign state or stateless persons.
What documents are necessary?
When submitting documents, a compatriot indicates in the application information about admission following Article 17 of Federal Law No. 99- and submits copies of documents confirming:

Documents procedure
Step 1.
Put a tick in the "Compatriot" field, applying for admission through the "I will be a student" system.
Step 2
Attach documents confirming your compatriot status, with a list of documents required for admission in the "Attached Documents" section. Attention! Documents for compatriot status are accepted until July 5 (for applicants for master's programs - until July 25)
Step 3
Apply for contractual training.
Step 4
Wait for results. If the committee confirms your compatriot status, you will have the opportunity to apply for state-funded training in your account. Applications for state-funded training are accepted until July 10 (for applicants for master's programs - until July 29)
For participants of the state program for the voluntary resettlement of compatriots to the Russian Federation
Foreign citizens and stateless persons entering by the State Program to Assist the Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad who have become participants in the State Program to Assist the Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, approved by Decree of the President of the Russian Federation dated June 22, 2006 No. 637 and when submitting documents:
A) indicate in the application for admission to study information about admission by the State Program to Assist Voluntary Resettlement to the Russian Federation;
B) submit a copy of the certificate of the participant in the resettlement program.
