15 июня в Аппарате Уполномоченного по правам человека в Республике Татарстан прошла встреча с сотрудниками дипломатических ведомств государств-членов Европейского Союза (Болгария, Чехия, Эстония, Франция, Италия, Испания, Швеция, Великобритания). Цель встречи – знакомство представителей ЕС с неправительственными правозащитными организациями республики.
На встрече также присутствовали представители общественных организаций и образовательных учреждений, занимающиеся вопросами защиты прав разных категорий граждан. От Казанского федерального университета во встрече приняли участие директор Научно-образовательного центра прав человека, международного права и проблем интеграции, академический координатор Центра превосходства Жана Монне в области европейских исследований Voices+, д.ю.н. Рустем Давлетгильдеев и профессор кафедры международного и европейского права, д.ю.н. Ленарис Мингазов.
Сария Сабурская познакомила гостей с правозащитниками, предоставив каждому слово для презентации деятельности. Омбудсман подчеркнула положительное взаимодействие правозащитного общества с государственными структурами республики, в том числе рассказала о слаженной работе Уполномоченного с правозащитными организациями. О разносторонней помощи социально ориентированным некоммерческим организациям, осуществляющейся в Татарстане с начала 2000-х годов, рассказал председатель Общественной палаты Республики Татарстан Анатолий Фомин. Он также отметил актуальность грантовой поддержки, целевого финансирования, выделения субсидий на конкурсной основе для реализации социально значимых проектов, выполняемых общественными объединениями.
В ходе заседания выступили председатель Общественной наблюдательной комиссии Республики Татарстан Лариса Расческова, руководитель Автономной некоммерческой организации «Центр социальной реабилитации и адаптации» Азат Гайнутдинов, директор автономной благотворительной некоммерческой организации «Новый век» Лилия Таишева, программный директор по профилактике ВИЧ/СПИД Казанской общественной организации родственников наркозависимых «Вера», представитель секретариата «Форум пациентов, живущих с ВИЧ/СПИД в Республике Татарстан» Альберт Зарипов, директор НОЦ прав человека, международного права и проблем интеграции КФУ Рустем Давлетгильдеев, профессор кафедры международного и европейского права Ленарис Мингазов, руководитель правозащитной группы «Акцент» Булат Мухамеджанов, председатель Совета общественной организации «Казанский правозащитный центр» Игорь Шолохов, экоактивист, координатор движения в поддержку людей с ограниченными возможностями здоровья «Город без преград» Искандер Ясавеев и другие.
Гостей заинтересовали вопросы миграционного характера, работы центров помощи женщинам в трудной жизненной ситуации и др.
В завершение встречи координатор группы дипломатов, советник по политическим вопросам Представительства ЕС в России Томаш Поспишил высказал слова благодарности за интересную встречу и знакомство с правозащитными организациями в Татарстане.
On the 15th of June in the Office of the Commissioner for Human Rights in the Republic of Tatarstan a meeting with representatives of diplomatic missions of the European Union member states (Bulgaria, Czech Republic, Estonia, France, Italy, Spain, Sweden, Great Britain) was held. The aim of the meeting was to introduce the representatives of the EU to non-governmental human rights organizations of the Republic.
Present at the meeting were also the representatives of public organizations and educational institutions, whose expertise are in protection of various groups of population.Participating on behalf of Kazan Federal University were the Head of the Scientific and educational Centre of human rights, international law and the issues of integration, Academic Coordinator of the Jean Monnet Centre of Excellence in European Studies, Doctor in Jurisprudence Rustem Davletgildeev and professor of the Department of International and European Law, Doctor of Jurisprudence Lenaris Mingazov.
Saria Saburskaya introduced the guests to the human rights activists by giving the floor to them to give a presentation about their activity. The Ombudsman highlighted positive cooperation of the human rights community with the governmental structures of the Republic, particularly she touched upon the coherent work of the Commissioner with the human rights organizations. The President of the Civil Chamber of the Republic of Tatarstan Anatoliy Fomin reported on the many-sided help for socially oriented nonprofit organizations, which is being acted out in the Republic of Tatarstan from the beginning of the 2000s. He also noted the how current issues of grant support, earmarked funding, subsidizing on a competitive basis are for the realization of the socially significant projects, drawn out by public organizations.
During the plenary session there were presentations made by the Head of the Public Monitoring Commission Larisa Rascheskova, Head of the Non-profit organization “Centre of social rehabilitation and adaptation”Azat Gainutdinov, Director of the Charitable non-profit organization “Noviy Vek” Lilia Taisheva, Program director for the prevention of HIV/AIDS in the Kazan public organization of the family of the drug addicted “Vera”, representative of the Secretariat “Forum for patients, living with HIV/AIDS in the Republic of Tatarstan” Albert Zaripov, Head of the SEC of human rights, international law and issues of integration in KFU Rustem Davletgildeev, professor of the Department of International and European Law Lenaris Mingazov, Head of the human rights group “Actsent” Bulat Mukhamedzhanov, Head of the Council of the public organization “Kazan human rights defending center” Igor Sholohov, eco-activist, coordinator of the movement in support of people with limited abilities “Gorod bez pregrad” Iscander Yasaveevand others.
The guests were also interested in the issues in migration, work of help centers for women in difficult life situations and other issues.
In conclusion of the meeting, the coordinator of the group of diplomats, Adviser on political issues of the EU Mission in Russia Tomash Pospishil expressed words of gratitude for the interesting meeting and acquaintance with the human rights organizations in Tatarstan.
