This article is devoted to the system of government regulation of Islam in the Russian Empire in the period starting from the Revolution of 1905-1907 up to the February Revolution of 1917 exemplified by of the Orenburg Mohammedan Clerical Assembly. The article focuses on the analysis of the offers of the Ministry of Internal Affairs’ officials, as well as the analysis of Special Councils which had all aimed at solving the Muslim issue.
