The paper analyzes in detail the problems of realization of rights of citizens on the ground provided a combination of public and private interests, the authors simulated the process of achieving the legitimate aim in the implementation of land rights, the criteria of permissible interference in private property rights of citizens to consider the natural resources in the context of sustainable development .
