    Annotation The concept of smart cities gained increased attention and it now appears as a new paradigm of intelligent urban development and sustainable socio-economic growth. Albeit it is relatively new addition to the vocabulary of urban policy and planning it has enjoyed exponential growth. However, despite gaining popularity it remains largely unclear what poses immense conceptual and empirical difficulties and highlights the necessity of further investigation. The present research is conducted through constructivist lens using securitization theory. We argue that urban problems are securitized in many scholarly articles about the smart city in order to create the demand for the optimal city development strategy (see smart city) using the following scheme. First, authors highlight the inevitability of urban locus for the nearest future, then, they proceed with mentioning urban problems in a claimmaking manner, notably, they don't go deep inside those problems, and, finally, many scholars offer 'lifesaving solution' –smart city.
