With all the varieties of assessments of the processes of globalization, the fact that
this phenomenon is fundamentally linked with the acceleration of the diffusion of technical
innovations is indisputable. It is becoming more and more difficult for traditional enterprises to
achieve such high efficiency criteria set by new technologies. Under these conditions, managers
of traditional enterprises try to conduct modernization in order to maintain competitiveness. To
do this, they invite specialists with higher education in hope that they will manage
independently to introduce technical innovations into the traditional technological process. In
such a way quite often they temporarily achieve the desired economical result, including money
saved on personnel development. However, failures in the work of new technology, which
cannot be eliminated by specialists who have not passed through necessary training program,
often lead to risks of uncompensated loss of efficiency. Nevertheless, this approach has become
widespread despite the managerial full understanding of its palliative. Further development of
the organization cannot be carried out without the introduction of technical innovations. This
fact, in its turn, requires changes in the development strategy of the organization labour
potential. The proof of this statement is presented in economical and mathematical models that
consider the correlation of the expenses on operation of new machinery, investments in
personnel development and changes in production efficiency.
