    Annotation Roads are a key element of the transport system. They affect the functioning of economic processes and the development of urban agglomerations. Now almost all modern cities in the world have faced the problem of road congestions. The main transport management strategies currently used by the local authorities are aimed at reducing the number of private vehicles by collecting fees for the use of roads and parking, except for taxes, also improving the efficiency of public transport and creating conditions for alternative modes of transport like bicycles. But on the other hand, we can state that drivers are active consumers in the economy, and vehicles create high added value without taking into account the multiplicative effects of associated productions. If we pursue a policy of reducing the number of vehicles, as a result, we reduce incentives for economic development and economic growth.
