    Annotation In the late 80s and early 90s of the last century, a large number of various public organizations began to emerge in the Russian politics, uniting people according to ideological, economic, professional, cultural, religious and other interests. The formation of parties began. In 1993, for the first time, multi-party elections were held based on majority-proportional electoral system – for this purpose the country was divided into 225 federal electoral districts. It also meant that half of State Duma deputies had to represent various public associations, which collected more than 5 percent of the votes of all citizens who participated in the elections. The deputy seats between them were distributed according to the votes received. Besides, the winners distributed among themselves the mandates of those who failed to get over the election threshold. It became a kind of indicator of parties' popularity among voters, an indicator of their viability and prospects for existence. The new elect
