In the paper an issue of legal systemacy and Rule-of-law is developed. The mentioned problem is very much tightly connected to hierarchical bonds within the system of law, practice of realization of law as an act of supreme legal authority. Social governance via usage of legal measures is bonded with various aspects, which are considered in the article: 1) organizational structure complexity of state administration (form of government); 2) specifics of hierarchy of legal norms in the national legal systems; 3) both letter and spirit of law; 4) Rule-of-law in public and private law; 5) content and value of law. In the paper those legal characteristics, which condition unity of regional and state levels of governance are reflected. They include: a) adequate social norm reflection in law; b) legal certainty; c) legal techniques relevant to the needs of society; d) systemacy of law and systemacy of right.
