Annotation

This article suggests methods to form state programs on industrial development. During the research there was held critical analysis of key approaches to state industrial programming. It is proved that state program of industrial develop-ment has to formed on the base of its complex analysis of tendencies and problems as well as its sensitivity to external financial and industrial changes, aggregation of plans, programs and investment projects of industrial enterprises development. The program of industrial development has to include branch and territorial aspects and rationalization of structure of the property rights to means of production in the industries in logical interrelation and complementarity. There was offered the indicator of such state program efficiency.
