    Annotation Sustainable development of the economy is owed to the development of small business, which allows the better use of entrepreneurial capacity, based on innovation. The factors of the current economic situation in Russia, impeding the launch of innovative mechanism in the structure of small business are explored in the article. The most significant features of innovation of small business are studied, the Russian legal framework is analyzed as part of Russian small innovative business. The difficulties that small business is faced with in the transition to innovative development are revealed, the basic directions of effective functioning of university-affiliated small innovative enterprises are proposed in the article.
