dc.description.abstract	This article is devoted the comparative analysis of the dynamics of first-diagnosed and total morbidity of adult population of the Tatarstan Republic and Kazan city over the 2004 to 2012 years. The discrepancy of the tendencies of the growth rate of the incidence change among adult population in Kazan with trends of morbidity in Tatarstan is the basis of additional factors of risk to health of the urban population. Results of the not carcinogenic risk research identified the most probable critical organs and systems of the health problems of the population	ru_RU
