    Annotation The study of historical and theoretical bases of inclusive education emergence and development in Russia is of great urgency caused by the necessity to improve the established educational system, to work out methods and forms of education, and to spread knowledge among learners. The goal of this work is to reveal historical and theoretical bases of inclusive education development in Russia, to formulate the prerequisites of new educational system emergence and development, to characterize the modern inclusive situation in the Russian Federation. The article presents the analysis of normative and legal documentation; there has been described the main conceptual ideas of inclusive training and revealed the essence and value of inclusive education for this country. The article is of certain value for students of higher educational institutions studying the course ?Vocational (speech pathology) education?, the training profile ?Logopedics?, ?Psychology for Special Needs?
