    Annotation The paper describes a system of indicators to evaluate the intellectual capital in regions. It analyzes the development of 14 regions of Volga Federal district (VFD) of Russian Federation and rank them on the basis of such criteria as educational potential, scientific potential, social wellbeing index, etc. The study covers the years from 2000 to 2011. The integral index of the intellectual capital of all regions increased, but the components of intellectual capital changed unbalanced. The Nizhniy Novgorod region has the highest index of intellectual capital during all analyzed period but the index is still lower than in developed countries. The analysis of intellectual capital in regions of VFD detected a high level of the differentiation of all its components. Human capital assets developed harmonically in analyzed period; the asymmetry swing of indicators reduced. Structural and relational components characterize by asymmetry development.
