A great advantage of the dissertation research of Abdulreda Jaafar Naser Abdulreda is a comprehensive review of the Institute of local self-government in cooperation with public authorities both in the Republic of Iraq and at the level of the Russian Federation, subjects of the Russian Federation and municipalities. The main aim of the dissertation research is to develop a comprehensive scientific understanding of the constitutional and legal basis for regulating the organization and activities of local government  in the Republic of Iraq.

The author came to a conclusion   in order to further improve the welfare and security of the population in the Republic of Iraq, first of all,it's necessary  to conceptually change the Constitution of the Republic of Iraq on local issues, as well as to adopt comprehensive legislation aimed at ensuring the economic and social development of local areas.

Organizing the activities of public authorities in states with a inpermanent constitutional tradition often requires proper scientific understanding by representatives of constitutional science. Such research is characterized by the desire to make forecasts of the development of building power relations, the initiative to introduce more effective management mechanisms, the analysis of existing experience in the functioning of similar institutions in some states to transform it into a proposal for territorial ones, etc.).
