Dmitry Livanov, 'This year we have conducted USE in an unprecedented way, it was fair and objective'

On June 30, Dmitry Livanov, Minister of Education and Science of the Russian Federation, conducted an All-Russian meeting of the heads of exe­cutive agencies of Russia`s sub-federal entities, which are responsible for the administration of education.    

The meeting was attended by the universities` representatives, including KFU Rector Ilshat Gafurov.  

The participants discussed education development goals for 2014-2015 academic year.

Tatarstan President Rustam Minnikhanov opened the meeting with the greeting speech and the words of gratitude for selecting Kazan as a host city for the event. The head of the republic told how the education system is being developed in Tatarstan and what innovations had been implemented over the last years.  

The Minister of Education and Science of the Russian Federation Dmitry Livanov made a report, starting with the analysis of the recent Unified State Exam results.  In particular, he mentioned that serious problems in the exam prep had been revealed in many schools. The Minister added that the launch of federal monitoring of school students` results was under discussion.

Dmitry Livanov also informed about the future modernization of teacher education in Russia, "It is a great challenge for us to form an achievement-oriented system of teacher education. New requirements cause higher expectations of students` parents. It is important for us to attract to schools young as well as well-prepared teachers, ready to work in new conditions".

The Minister recalled that Kazan Federal University was to spend 40 million rubles on teachers` practical training within a special pilot project of the Ministry of Education and Science of the Russian Federation. It is supposed to devote more time to internships within bachelor and master programs, future teachers to undertake qualification exams upon their completion. The pilot project starts next academic year in 13 Russia`s universities.

Sergey Livanov was asked about his attitude towards a new bill on criminalization of offensive behavior towards school teachers.

"We haven`t seen this bill yet", said the Minister, "But my colleagues and I believe it is important to provide high social status and well-being for teachers, and make society respect them. We are doing a lot to achieve this, from wage increase to launch of various professional development programs. One cannot offense any person, including a teacher. We`ll define our position keeping this in mind".
