Book by KFU authors published in Germany

German publishing house "Dictus Publishing" issued a monograph by two professors of Kazan Federal University – political analyst Midhat Farukshin and economist Vadim Khomenko.

As it can be inferred from the name of the work "Intergovernmental relations in federal systems. A comparative study of federalism", it is devoted to exclusively urgent political and economic challenges facing contemporary society.

As the authors write, "the problem of intergovernmental relations in a federal state is perhaps the most acute and conflict-prone. Its relevance is determined by the fact that each level of the government - federal or regional - has a range of provided power, implementation of which is impossible without adequate financial resources." This is considered a fundamental problem of federalism in international science and practice of rational organization of intergovernmental relations.

The book studies the experience of not only Russian but also foreign federations, reveals similarities and features of intergovernmental relations in different federal states. This required the use of extensive amount of material in Russian and English languages.

The main focus was given to issues such as goal orientation and tools of intergovernmental relations; general principles of such relationship in the federal states; financial resources of subjects of federation; grants in the system of intergovernmental relations; experience in horizontal and vertical alignment in the context of the development strategy in Russian intergovernmental fiscal relations; regional and municipal fiscal relations.
