RUR 10,5 bln will Be Allocated for State Support of Leading Universities in Russia in 2014

As per the federal budget for 2014 and the target period from 2015 to 2016, budgetary appropriations for state support of leading Russian universities with the view of their competitive growth among world’s leading research and training centres will make RUR 10,5 bln in 2014, RUR 12 bln in 2015 and RUR 12,5 bln in 2016.

The respective al­terations were made by the government of the RF in its decree of March 16, 2013 “On measures of state support of leading Russian universities with the view of their competitive growth among world’s leading research and training centres,” reported the press service of the Cabinet of Ministers, as reported by ITAR-TASS.

The changes are connected with continued funding of activities carried out by higher education institutions from the federal budget, those institutions being winners of the competitive selection for state support to leading Russian universities with the view of their competitive growth among world’s leading research and training centres in 2014-2016. Furthermore, they are connected with the necessity to reconcile the text of the aforesaid decree with terminology used in the Federal law “On education in the RF”.

Also determined are peculiarities of subsidizing state support of leading Russian universities with the view of their competitive growth among world’s leading research and training centres in case of rotation of winning universities. According to the decree, share of subsidies to a wining university getting the subsidy for the first time in total subsidies is calculated taking into account volume of financing allocated for its Program for Competitive Growth in the current year. As for wining universities getting the subsidy for the second time or more, their share of subsidies is calculated taking into account the amount of financing allocated for its Program for Competitive Growth in the year preceding the current year.

The decree is meant to ensure that at least five Russian universities are included in the list of top-100 world’s leading universities, according to the world ranking, by 2020.
