The System of Labour Remuneration for Research and Teaching Staff will Change in KFU

From the 1st of September the system of labour remuneration for research and teaching staff (RTS) will change in Kazan Federal University. Vice-Rector for Finance, Ms. Raisa Mullakaeva, told us what changes would be made in it.

According to Ms. Mullakaeva, only academic staff of the University will face these changes. The aforesaid amendments are connected with the Federal Education Act, which will come into force on September 01, 2013[i].

The task to increase salaries of faculty and research workers has been set by the President of the RF, Mr. Vladimir Putin. According to his decree [ii], their salaries must increase by 2 times by 2018, as for other academic staff, their salaries must be equal to 100 percent of the average salary in the region (the Republic of Tatarstan).

There have been certain measures elaborated and approved by a special Program [iii] to fulfill the above mentioned task. In the framework of the Program implementation the Ministry of Education and Science of the RF will assign additional budgetary funds in 2013 to increase RTS salaries. Subsidizing order and terms are determined in a supplementary agreement between the Ministry and each specific higher education institution, including KFU.

In addition to the budgetary source, the University will find supplementary sources at the expense of optimisation of administrative-and-managerial and other subdivisions of KFU, as well as at the expense of cost saving against cost items provided for in the University budget.

An efficient contract – a labour agreement – concluded with the employee will specify his job duties, labour payment terms, indices and criteria of activity efficiency assessment with a view to assign stimulating bonuses depending on labour results and quality of state services rendered; it will also establish remuneration amount, as well as the amount of bonuses for collective labour results achievement.
