In her welcoming speech, she conveyed the words of congratulations to the conference participants from Professor Ilshat R. Gafurov, Rector of Kazan Federal University, academician of the Russian Academy of Education. When delivering her speech, Elena Merzon Efimovna paid special attention to pedagogical education, noting the leadership positions of Kazan Federal University that trains more than 10,000 students in all programs and levels of higher pedagogical education. She also added that Elabuga Institute is an educational institution with more than 120 years of history; that implements educational, scientific, educational and international projects: the Festival of School Teachers, the Stakheev Readings, the Turkological Conference and a special place among its events is occupied by the International Makhmutov Readings:

“The international Makhmutov readings in 2016 found their home within the walls of our institute. The readings, dedicated to the memory of a unique person, teacher, scientist Mirza Ismailovich Makhmutov, originate as an International Scientific and Practical Conference in 2006 and are the eighth in a line. Elabuga Institute honorary receives the participants and guests of the conference for the third time.” Minister of Education and Science of the Republic of Tatarstan Ilsur Garaevich Khadiullin noted:

“It is very pleasant to be in this hall today: a spirit of creativity, the spirit of a scientist, the spirit of an orientalist, the spirit of the real minister of education of our republic, and enlightenment, Mirza Ismailovich Makhmutov is present with us today. When the scientific community gather for the eighth time, discuss his teachings, his theory and practice and people still remember and reads his works – this is very important not only for the people who have gathered here, but for the whole country. I think, even not only for the whole country, but for the whole planet, because the Makhmutov Readings gather so many participants not only in Russia, not only of the CIS countries, but also from abroad, it means that his ideas live on, so now we are talking about Mirza Ismailovich, and about a modern lesson. As you know, he always wrote: "The meeting place of a student and a teacher is a modern lesson" - his lesson is modern today - it is eternal, therefore even 50 years after the publication of this work we are talking about the life of Mirza Ismailovich.

I personally knew Makhmutov, we met many times. Even when I was a student, young teacher, deputy minister, Mirza Ismailovich shared his experience and did not stop to bring his students up. The presence of Mirza Ismailovich was accompanied by an aura of upbringing."

An important goal of the conference is to attract young scientists, graduates and students to research the problems of modern pedagogy, which so vividly resonate with M.I. Makhmutov’s scientific ideas who was the teacher and organizer of education, orientalist, academician of the Russian Academy of Education and the Academy of Sciences of the Republic of Tatarstan. One of the main tasks of the conference is to preserve M.I. Makhmutov’s creative heritage, which was marked at the European Congress in Berlin (1991): Mirza Ismailovich was named among the five largest scientists in the field of vocational education in the world, and the ideas that he promoted are still relevant in education today.

The conference program will include master classes on topical problems of school and secondary vocational education, round tables participated by leading scientists in the field of pedagogical sciences, representing the Ministry of Education and Science of the Republic of Tatarstan, the Academy of Sciences of the Republic of Tatarstan, and the Russian Academy of Education.

Within the framework of the 8th Makhmutov Readings, a personal scholarship named after M.I. Makhmutov was set up in order to stimulate the research activities of students in the field of pedagogy, the development of theory and practice of problem-based learning. According to the Regulations, the scholarships are financed by M.I. Makhmutov’s students and followers. This year, the initiators were Irina Fagimovna Sibgatullina (Professor, Doctor of Science of the Institute for Intellectual Integrations, Austria) and Oskar Ryabov (Professor, General Director of the Institute for Intellectual Integrations, Austria).
