In 1918, the first All-Russian Congress was held in the building of the Institute, which laid the foundation for the statehood of the Udmurt people.

On May 18, the Interregional Scientific and Practical Conference dedicated to the 100th anniversary of the First All-Russian Congress of the Udmurt people took place at Elabuga Institute. It united over 250 Udmurts from Tatarstan, Udmurtia, Bashkortostan, Mari El, as well as from Kirov, Perm and Sverdlovsk regions.

Among the participants and guests of the event there were the descendants of the first congress organizers, statesmen, famous scientists, museum workers, teachers, local historians, writers, journalists, heads of folklore ensembles.

Reports presented at the conference revealed the historical significance of the first Udmurt congress, and touched upon the issues of preservation, development, further study and use of the historical and cultural heritage of the Udmurt ethnos.
