A conference dedicated to the 110th anniversary of the establishment of the State Duma in Russia

Department of Political Science ISPS acted as one of the organizers of the International scientific-practical conference "The constitutional bases of formation and development of parliamentarism in Russia" (to the 110th anniversary of the establishment of the State Duma in Russia), which took place on April 27 at the base of Naberezhnye Chelny Institute KFU.

Among the organizers of the conference as the State Council of the Republic of Tatarstan, City Hall, Naberezhnye Chelny, the Department of Constitutional and Administrative Law at Kazan Federal University and the Department of Constitutional, Administrative and International Law department Naberezhnye Chelny Institute of KFU.

The conference was attended by students and undergraduates, graduate students, teachers, researchers and practitioners from Naberezhnye Chelny, Moscow, St. Petersburg, Orsk, Yelabuga, Kazan and others. The aim of the conference was the presentation of the entire spectrum of research in the genesis of the area and the current state of parliamentarism In Russian federation.

The plenary session was opened welcoming speeches Director of Naberezhnye Chelny Institute KFU, Ph.D., Professor Mahmut Ganiev, deputy of the State Council of the Republic of Tatarstan, Chairman of the Committee on law and order RT State Council, Ph.D. Shakir Yagudin, Head of Administration Avtozavodsky District Naberezhnye Chelny Raushaniya Usmanov. Further, the conference participants heard scientific reports. Shakir Yagudin, presented the report on the theme "Development of regional parliamentarism ', outlines the key aspects of the Republic of Tatarstan State Council. Professor, Department of Constitutional and Administrative Law at Kazan Federal University, Doctor of Law Alexander Small analyzed the work of the representative bodies of interstate associations. Professor, Department of Constitutional and Administrative Law at Kazan Federal University, Doctor of Law Anas Gataullin spoke about the prospects of constitutional justice in Russia. Head of the Department of Political Science ISPS, Doctor of Law, Professor Zaznaev stopped in his report on the issue of political responsibility of the highest official of a subject of the Russian Federation. He raised the question of political responsibility of the governors to the federal center, the regions and the citizens is one of the most important issues as it affects the most acute sense of people - a sense of justice. The reporter has analyzed the current legislation on the termination of powers of the head of the region, pointing out its flaws.


 

After lunch, the participants went to the audience to listen to the reports in four sections: "The formation of the institute of parliamentarism and democracy in the Russian State History", "Regional peculiarities of Russian parliamentarism in the context of development of federal relations", "Russian parliamentarism, society and the state" and "Russian parliamentarism: theory and practice. " A wide range of issues related to the essence of parliamentarism, the genesis and development of the Russian parliamentary functioning parliamentary system under a federal form of government, the development of a regional parliamentary system, the interaction of regional parliaments and executive authorities, features of the implementation of the principle of separation of powers at the federal and regional levels, the development prospects parliamentarism in Russia.


 

According to the results of the conference the collection of scientific papers will be published, which will be located in the scientometric base RINTZ.
