Being the Head of Physics Department of the Kazan State University, Zavoisky spent a great deal of time for organizing and teaching. He regulated the work of Experimental Physics Department of Kazan University and learned how they taught Physics in the universities of Moscow and Leningrad.

Yevgeny Konstantinovich resumed practical classes on physics, established the laboratories of optics and wave oscillations. He equipped laboratories for scientific work of students and post-graduates alongside glass-blowing and mechanical shops. It was his initiative to include new subjects such as Physical Properties of Dielectrics, Theoretical Optics, and Quantum Theory in the curriculum vitae and to extend studies of mathematical disciplines.

In his work "The Method of Measurement for Excitation Potentials of Atoms and Molecules" (1936) Zavoisky substantiated the possibility of excitation molecules by electrons, by accelerated high-frequency electrical fields. The phenomenon of substance absorption of electromagnetic field component for ultrashort-wave generator (with a certain mode) was discovered experimentally, the value of anode and grid current of valve receiver being changed. The phenomenon was called the method of grid current.

At the meeting of the Academic Council of Moscow State University (Proceedings dated June 13, 1938) Yevgeny Konstantinovich was appointed the Candidate of Science in Physics and Mathematics for his total scientific output (without his thesis presentation).

In 1938-1939 Ye.K.Zavoisky started working on his doctoral thesis "Experimental and Theoretical Research of Some Phenomena in High-Frequency Electrical and Magnetic Fields", in which he summarized almost all his previous inventions on substance absorption of ultrashort waves. It was Zavoisky's first doctoral thesis, but he didn't present it for any reasons.
