Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations following international treaties of the Russian Federation.

Citizens of Kazakhstan, Kyrgyzstan, Tajikistan, foreign citizens, and stateless persons permanently residing (having a residence permit) in the Russian Federation are eligible for competitive admission to get state-funded training.

Citizenship of the treaty country

Article 1 The Parties grant equal rights to citizens of the States Parties to the Agreement for admission to state educational institutions of the Parties based on mutually recognized equivalent documents of state standard, both for state-funded places and for places tuition fees under contracts following the admission rules approved by the state educational institution.

Persons permanently residing in the territory of one of the States Parties and having the citizenship of the other State Party shall receive education at all levels, as well as degrees and academic ranks, under the conditions established for citizens of the State Party in whose territory they permanently reside.
