Abstract

The paper is devoted to the problematic issues of regulators of business activity in the housing and public utility sector. The relevance of the study is determined by the fact that the system of legal regulators in the housing and public utility sector has specific features determined by the character of economic relations. The study has been carried out with the aim of proposing ways to improve the efficiency of the mechanism of legal regulation of business activity in the housing and public utility sector.

This paper provides examples that prove admissibility of the category of “regulator” for business relations in the housing and public utility sector. Special attention is devoted to the combination of private and public regulation in the field of housing and public utilities. The studied experience of foreign countries in using such regulators emphasized the need for harmonization of this experience with the historical foundations of Russian law. The peculiar features of legal regulators of business activity in the field of housing and public utilities have been demonstrated.

Certain ways to improve the business efficiency of the mechanism of legal regulation in the housing and public utility sector have been elaborated. The conclusion has been made about the need for a complex approach to regulators in the field of housing and public utilities to improve the quality of services provided to consumers. Ways of improving the system of regulatory subjects have been suggested. The idea of a mega-regulator in this field has been proved.
