Because of changing of "Knowledge" paradigm of education to competency based, the purpose of the educational process is also changed. The new paradigm of education teaches the students to adapt in the new conditions of life. In this regard, emphasis should be moved from the teaching activity to the educational activity, based on the initiative and responsibility of students by themselves. The results mean not only subject knowledge, but also personal and metasubject results. The approaches to the design of the lesson, technologies and teaching methods are changed and, accordingly, the requirements for the professional competence are also changed. This requires updating of additional professional educational programs of improving their skills.

These professional training programs for teachers of physics are based on the federal state educational standard of higher education for specialization 44.03.01 Teacher education (undergraduate level), (approved by the Russian Government dated June 3, 2013 № 466 (Assembly of the Russian Federation, 2013 №23, p. 2923).). They are designed to meet federal government requirements for minimum content of an additional professional educational programs of retraining and advanced training of teachers, and also to rich the level of professional training of teachers (by Order of Education Ministry from January 15, 2013 №10, and the requirements of a professional teacher standard (approved by order of the Ministry of Labor and social protection of the Russian Federation from "18" October 2013 № 544n), as well as the guidelines for clarification, additional professional development programs based on professional standards of 22 April 2015 №VK -. 1032/06 and RT MES order of 08.10.2015 № 9389/15 «About priority directions of improvement of professional skill of the Republic of Tatarstan educators in 2016".

In the content of the programs the changes taking place in the Russian general education as a result of its modernization, including school physical education were taken into account. The program focused on an increasing the active forms of lessons, to their great practical trend, focus on the mastery of the information and communication technologies by audience.

The program involves extensive use of diagnostic tools (diagnostics input, practical work, etc.) in order to identify the level of professional development, professional difficulties and demands of teachers of physics.

The professional retraining of educators on specialty a teacher of physics is organized.
