The Department was created in 2011 after the merger of Kazan State Institute of Finance and Economics into Kazan Federal University.

The history of the department dates back to 1978 when Labor Economics was established as a major in Soviet higher education. The name of the department changed with its development. It was called the Department of Labor Economics 1980, was renamed into the Department of Labor and Management in 1991 and the Department of Labor and Human Resources in 1998.

The Department supervises baccalaureate in HR management and a masters' program in Healthcare Management.
