The government of the Russian Federation has approved the list of foreign educational institutions issuing documents of education and (or) qualification, which are recognized in the Russian Federation. The corresponding Order No. 1694-р was published on the official portal of the RF Government.

The document has been drawn up by the Ministry of Education and Science of Russia in compliance with the Federal law No. 273-ФЗ “Of education in the Russian Federation” and Decree of the Government of the Russian Federation No. 660 of August 05, 2013, which approves criteria and rules of foreign educational institution inclusion in the list.

Included in the list are foreign educational institution, which were and (or) are among top 300 universities in the Academic Ranking of World Universities, QS World University Rankings and The Times Higher Education World University Rankings simultaneously and which are not located on territories of countries with which the Russian Federation has concluded international agreements regulating recognition and (or) establishment of equivalence of education and (or) qualification got in a foreign country.

Altogether 201 foreign educational institutions from 23 countries of the world are in the list. Diplomas of these educational institutions will be recognized according to a simplified procedure. It is expected that this list will favour attraction of highly qualified specialists from abroad, who have graduated from the world best universities, to work in Russia. The previous list of higher education institutions, the diplomas of which were recognized in Russia, was approved in May, 2012. There were 212 educational institutions included in it.
