Урса Йеретина из Венского Университета представила статью под названием “Урегулирование потребительских споров онлайн (ODR) – как ключевое изменение культуры и механизм инновационного государственного управления в ЕС”. В своем выступлении она рассмотрела практику рассмотрения потребительских претензий к онлайн-магазинам. Была приведена статистика по динамике онлайн-торговли внутри ЕС, а так же статистика по количеству обращений с претензиями. Из выступления следовало, что одной из основных проблем при регулировании онлайн споров является разница в законодательствах стран покупателя и продавца. В целом же, как показало исследование, большинство споров успешно урегулируются.
Автором второго доклада выступила Полона Ковач из Университета Любляны. Темой выступления стали «Инновации в регулировании и внедрении Административного процессуального права». В докладе была рассмотрена практика различных стран, а так же сделан акцент на странах с социалистическим прошлым. На основе опросов было исследовано мнение общественности и руководителей об инновациях в административном и процессуальном праве. Как показали данные, около одной пятой респондентов вообще не считают такие инновации необходимыми.
On May 19, the NISPAcee conference, which took place in the assembly hall of the KFU Institute of Management, Economics and Finance, continued with the following presentations.
Ursa Jeretina from the University of Vienna presented an article titled "Consumer Online Dispute Resolution (ODR) – as a Key Cultural Change - Mechanism for Innovative Public Administration in the EU." In her speech, she reviewed the practice of considering consumer claims to online stores. Statistics were presented on the dynamics of online trade within the EU, as well as statistics on the number of complaints with claims. According to the presentation, one of the main problems in the regulation of online disputes was the difference in the legislation of the buyer and seller countries. In general, as the study showed, most disputes are successfully settled.
The second report was prepared by Polona Kovac from the University of Ljubljana. The topic of the speech was "Innovations in Regulation and Implementation of Administrative Procedural Law". The paper examined the practice of various countries, and focused mostly on countries with a socialistic past. Based on the surveys, the authors investigated the opinion of the public and leaders on innovations in administrative and procedural law. As the data showed, about one fifth of respondents do not consider such innovations necessary and useful.
